ESP's Student Tracking And Reporting System™ (STARS™)

ESP’s Student Tracking And Reporting System (STARS) is an automated, component-based management information system for School Districts’ Special Education programs. Moreover, because it automates each School District’s existing forms, STARS does not require staff to learn any new terminology - and/or to change any of their current processes and procedures.

STARS links directly to a School District’s existing demographic database(s) - and utilizes that information to automatically "fill in" corresponding sections on each form/screen. In addition, STARS also allows School District staff to utilize the system from any location that has access to the Internet.

STARS helps School Districts to ensure that they are in full compliance with all of the applicable requirements of HIPAA and IDEA. In addition, the Automated Billing System component of STARS can also help School Districts to significantly increase their Medicaid revenues.

Each component of STARS can function as a "stand alone" system - or as part of an integrated system. In this regard, Version 3.0 of STARS includes the following components:

  • Automated Billing System
    • Obtains eligibility information directly from a State’s Medicaid Eligibility system
    • Compiles data from "Individual Education Plans" - and data from "Service Delivery Logs" - to create accurate and valid Medicaid claims
    • Tracks each submitted claim - and reconciles all payments received
  • "Individual Education Plan" (IEP)
    • Automates the entire IEP process
    • Includes standard "Goals & Objectives" - and allows for the entry of Student-specific "Goals & Objectives"
  • "Service Delivery Logs"
    • Allows Service Providers to enter "Service Encounters" on-line from any location
    • Documents all of the services provided to each Special Education student
    • Includes an "Electronic Signatures" option
  • Monitoring & Reporting
    • Includes twelve (10) standard "Management Reports"
    • Allows School Districts to design - and produce - their own customized "Management Reports"
  • Plan-of-Care and Compliance
    • Monitors "Annual Reviews" and "Periodic Reviews" to ensure compliance with each Special Education student’s "Plan-of-Care"
    • Compares the services that are prescribed in a student’s IEP to the services that are documented in the applicable "Service Delivery Logs"
  • "Licenses" and "Certifications"
    • Provides automated verification of Service Providers’ "Licenses" and "Certifications"
    • Includes a "Renewal Notification and Tracking System" to ensure that "Licenses" and "Certifications" do not expire
    • Stores digital images of "Licenses" and "Certifications"
  • Calendaring & Scheduling
    • Provides automated "Calendars" and "Schedules" for Service Providers
    • Allows Service Providers to easily re-schedule missed appointments
  • Automated "Time Studies"
    • Includes "Daily Time Logs" and "Random Moment Time Study Forms"
    • Allows School District staff to complete their "Time Studies" from any location that has access to the Internet
    • Allows School Districts to securely submit the financial information that is needed in order to develop their Medicaid Administrative Costs (MAC) claims

Although many of ESP’s services and products revolve around its STARS system, each School District can decide exactly which of its day-to-day operations, if any, it wants to automate. That is because each component of STARS has been designed to accept data that is entered electronically or manually.

In addition, the STARS system can be linked to any existing automated system(s) that School Districts have already implemented. Example: If a School District already utilizes an automated IEP system, the selected components of STARS can be linked to that existing system.
